Property Tax Management Profiles

Patrick O'Connor, Author of Cut Your Texas Property Taxes, and President of O’Connor & Associates
Since 1983, Pat O'Connor has been active in property tax reduction, client consultation, expert witness testimony and appraisal of commercial real estate property. He publishes analyses and data regarding the Houston real estate market and is a highly regarded spokesperson for the Houston real estate community. Patrick O’Connor is a registered senior property tax consultant and a certified appraiser in the state of Texas. He is also a recipient of the prestigious MAI designation from the Appraisal Institute.

Janice Phillips, Property Tax Department General Manager
Since 1996, Janice Phillips has managed this area of our business. During these ten years she has overseen a 33% growth in professional staff, increasing revenue by 192%. Much of this growth was accomplished by integrating continually advancing technologies to the operation, and implementing a highly disciplined and seasonally flexible support structure. Janice is also a licensed property tax consultant. She previously spent 14 years in retail banking and management.

Clarence Cooper, Client Relations Manager
Clarence Cooper supervises the technical staff of consultants, overseeing their preparation and effectiveness at formal and informal appeals at the district. He also coordinates the customer service program for new and long-term accounts, and implements training programs for junior agents to meet Texas state licensing requirements. Clarence is also a licensed property tax consultant.

Doug Ford, Property Tax Consultant
With a 25-year background in commercial and multi-family property management, Doug Ford has been a licensed property tax consultant for the past five years. His prior skill as an analyst for apartment acquisitions has contributed to his success in assessment reductions in this specialty area. Doug is involved in the Institute of Real Estate Management and has been a director for both the San Diego County Apartment Association and the Apartment Association of Tarrant County.

Kirk Ward, Property Tax Consultant
Kirk Ward specialized in valuing Business Personal Property at the Harris County Appraisal District and supervised the departmental support to administer those assessments. He joined our firm after nine years with HCAD and is a Registered Professional Appraiser, a Certified Tax Administrator and a licensed tax consultant.
